杜順大火箭隊:減輕人民負擔‧促廢蕉加大道2收費站

(雪蘭莪‧加影23日訊)杜順大火箭行動隊促首相廢除蕉賴加影大道的2個收費站,不要只廢除其中一個,以真正減輕人民的經濟負擔及精神壓力。

行動隊大隊長黃田志表示,該隊在6月份開始就展開“蕉賴人的痛苦,我們不要收費站”簽名運動,至今已收集近5萬人簽名,而此行動終於在日前露出一線希望。

也是加影市議員的他感謝首相聽取人民的訴求,惟他希望首相拿出誠意,把兩個收費站,即蕉賴9哩及11哩收費站能一併廢除。

他在今早的新聞發佈會上表示說,2個收費站對人民造成不便,人民被迫額外繳付1令吉90仙的過路費,還要承受精神折磨。

“許多人為了避開收費站,選擇穿越花園住宅區,導致斯里安曼、蕉賴首都鎮、裘北花園、山力花園及蕉賴皇冠城等地的車流量大增,就如在蕉賴皇冠城的路口,繁忙時間平均需要堵塞超過半小時。”

他希望首相不要只是隨便說說,切勿像康樂收費站一樣,在宣佈5月份拆除後,大道公司卻指沒有收到指示信。

他也呼吁更多人參與簽名運動,畢竟首相仍未有最後決定,而該隊將繼續到各地舉辦簽名運動,包括本週三到首都鎮夜市、週五到斯嘉鎮夜市,公眾也可上網簽名,網址是http://www.petitiononline.com/ANTITOLL

李繼香:曾有公司獻議4億收購
大道公司盈利可觀

加影市議員李繼香表示,GrandSaga公司在1995年獲得政府合約,興建2億7千500萬令吉的蕉賴加影大道,並在1999年1月15日開始收費,直到2027年9月18日為止。

賠償加淨盈早已回本

她說,根據大道合約,大道公司有權每三年漲價一次,而政府在2004年為了避免大道起價,做出了約1億6千300萬令吉的賠償,加上大道公司的淨盈,已經讓大道公司回本。

她說,1999年蕉賴9哩收費站的收費為50仙,11哩收費站是40仙,如今已分別漲至1令吉及90仙。

“今年1月,某掛牌公司有意以4億令吉收購Grand Saga公司,證明該大道能在2027年之前,賺取超過4億令吉的盈利,顯示大道公司的盈利非常可觀,但受罪的卻是蕉賴人。”

她補充,該大道在2008年每天的車流量達19萬2千輛、2009年有20萬輛、2010年22萬1千輛,增加幅度驚人,加上該大道與加影外環公路及加芙大道銜接,以及附近屋業的發展,進一步增加大道的車輛。

“多年前皇冠城發生開路風波時,大道公司聲稱車流量將減少,但事實證明並非如此。”

她說,合約允許大道公司在2012年再度調高過路費,因此,她敦促政府儘快落實廢除收費站的決定,減輕人民的痛苦。

陳國保則表示,許多車輛穿越住宅區,導致居民受苦,例如山力花園出現嚴重的交通阻塞,重型車輛穿越也威脅居民及學生的安全。

We Want Toll Free Cheras-Kajang Expressway


Prime Minister Najib Razak, during a breaking of fast function at 14th Miles, Hulu Langat on the 21st August 2011 announced that he will instruct Works Ministry to study the possibility of scrapping one of the two Cheras-Kajang Expressway tolls located at Cheras Batu 9 (RM1.00) and Cheras Batu 11 (RM0.90). The announcement is indeed a ray of hope for DAPAT Dusun Tua members as well as the road users especially the Cheras folks suffered of paying 2 tolls in the short distant of less than 4KM for the past 12 years.

DAPAT Dusun Tua initiated the ‘The Sufferings of Cheras Folks, We Don’t Want Toll!’ signature campaign to collect 100,000 signatures to be sent to Najib Razak beginning 12th June 2011.

As the Chief of DAPAT Dusun Tua and a Cheras folk as well, I am glad that the Prime Minister heard our plea and welcome the proposal by the Prime Minister to scrap the Grand Saga toll. The announcement tagged by the public as a General Election’s gimmick as the polls are around the corner. Anyway, we don’t mind even if it is Barisan Nasional’s gimmick to woe votes but we hope the Prime Minister keep his words and act fast. Our objective is to ease the peoples’ burden as promised in our manifesto, no matter who and how it is done. We hope the message will be sent to the Works Ministry as soon as possible so that the abolishment of the toll will be carried out soon. Besides, we demand that the abolishment of both tolls shall be carried out as Grand Saga has made a fortune in the past 12 years and that the one and only way to ease the peoples’ burden financially and mentally because with the abolishment of the two tolls, it will also ease the traffic congestion in the residential area as the vehicles will not take trunk route to avoid the tolls. Residents living in the residential areas such as Taman Suntex, Taman Fern Groves, Taman Rasa Sayang, Taman Sri Aman, Taman Cheras Perdana and its surroundings are suffering.

The Cheras-Kajang Expressway was built and operates by Grand Saga Sdn Bhd in the year of 1997 with the construction cost of RM286 Mil. The Malaysian government had in the past 12 years given compensation of RM105.15 Mil to the concession. It is estimated that Grand Saga had recovered their costs and even made a huge profit base on the estimation of 200,000 vehicle trips per day.

Gov't to 'study' scrapping one of Cheras-Kajang tolls

The prime minister today asked the Works Ministry to study the possibility of abolishing one of the two toll collections on the Cheras-Kajang Highway. Najib Razak said the study should then be tabled to the cabinet for perusal before the government could decide on the issue which had for long been a woe for residents living around the area. "On the Grand Saga toll, I will ask the Works Ministry to study the matter in depth and bring it up to the Cabinet for us to see whether we can afford to do something about the toll issue here,” he told the crowd at the prime minister's breaking-of-fast with Selangor residents at Dataran Usahawan, Batu 14, Hulu Langat town, today. Also present at the function were Agriculture and Agro-based Industry Minister Noh Omar and Semenyih assemblyman Johan Abd Aziz, who is also Hulu Langat Umno division chief. The prime minister said he could not simply approve any application (to abolish toll) put forward to him as it could have a major financial implication. Najib who is also Finance Minister, said as a responsible leader, he needed to study such an application thoroughly before making any decision and if the request was reasonable, it would be approved eventually. "I know if I make an announcement now (on toll abolishment), I will get a thunderous applause. But as the finance minister responsible, I will have to study the matter thoroughly and if it can be considered favourably, an announcement will be made in due time." Najib made the statement following the Semenyih assemblyman's request, as residents around the area have to pay toll twice to highway concessionaire Grand Saga Tol Sdn Bhd at RM0.90 and RM1.10 within a distance of two kilometres. In his speech to the crowd of more than 5,000, Najib also assured that the government would consider upgrading Kajang Hospital which had been operating for over 100 years and could no longer cope with the rising number of patients due to increased population in the area. "Many applications are made to the government and as a leader, I am willing to consider and its also my job, so that the Barisan National (BN) government is seen as one that really gives priority to the people." Najib who is also Selangor Umno liaison chief, said Malaysians should be grateful as the BN-led government had proven to be effective in bringing change and tackling economic issues when many developed countries including the United States were facing an economic crisis. "As Malaysians, we should feel fortunate and appreciate that we are living in a country where we can feel that the future will be brighter. "If we ask the people, they will feel that their life will get better and have the confidence that if the government continues with the direction and plans like the GTP, ETP and 10MP, God willing they will have a brighter future." He said the people should also realise that this situation did not happen on its own unless they voted in a government that had proven capable of administering and transforming the country. He said this situation was different from that in some developed countries where the allocations and pensions were cut, and they were forced to depend on assistance from other countries for financial injections to solve their financial crisis. Najib had earlier handed over Ramadan contribution from the 1Malaysia Development Berhad (1MDB) Foundation to the poor, orphans and senior citizens, as well as 1Malaysia laptop computers to selected residents in the Hulu Langat parliamentary constituency. Najib later performed Maghrib prayers at the Hishamuddin Alam Shah Mosque here before going to Kg. Pasir Baru Jamek Mosque in Semenyih, about 25km away from here, for Isyak and Tarawih prayers and moreh with the congregation. - Bernama

道路提昇10月25須竣工‧若再拖延承包商罰款

(雪蘭莪‧加影16日訊)蕉賴9哩普通警察部隊總部通往胡姬花園的道路提昇工程兩度展延後,鐵定將在10月25日完工,否則承包商必須繳付每日976令吉61仙的罰款。

上述工程於去年2月17日動工,目的是將道路加寬2公尺,達66尺,同時把原本雙向單道的道路提昇為雙向雙道,全程約3公里長。

工程原定今年4月13日竣工,卻因為徵地問題展延至8月11日,如今,承包商再次以路旁檔口及電纜等問題,二度申請展延至10月25日,獲得加影市議會批准。

市議員黃田志為工程對居民造成的不便表示歉意,並承諾工程將按時完工,避免該路段每天逾2萬輛轎車車主繼續面對麻煩。

他解釋,承包商是在徵地問題解決後,面對11個路邊檔口擋路及電纜等問題,導致工程被迫再度拖延,而今所有問題都已經解決,承包商可繼續動工。

工程耗資約900萬令吉

他說,上述提昇工程耗資約900萬令吉,包括在4個地點增設交通燈,如普通警察部隊總部前方路口、回教祈禱室前方路口、京那巴魯路路口及胡姬花園路口。

“由於我要求儘量避免不必要開支,所以估計此工程費用至少還能減少100萬令吉。”

他補充,該工程完成後,市議會將展開第二期及第三期的工程,進一步提昇通往穆敦花園的道路,估計耗資1千500萬令吉。

市會賠償9850令吉
11檔口後退2公尺

黃田志披露,路邊檔口是由某私人公司興建及管理,該公司與前朝政府在2003年簽署10年加5年的合約,以安頓非法檔口,民聯執政後,要求拆除檔口以進行道路提昇工程,不料該公司卻要求102萬9千令吉賠償。

他說,市議會發現該合約內容不利州政府,就與該公司談判,並在今年6月取得協議,即檔口必須後退2公尺,檔口約18萬令吉的裝修工程則由道路提昇工程承包商負責。

“為期1個月的裝修工程已在7月31日完工,市議會也賠償總數9千850令吉予11個檔口。”

另外,針對商家投訴路邊檔口阻擋店面,導致顧客出入不便時,黃田志指市議會將拆除其中一段檔口的圍牆,方便人們前往商店。(星洲日報/大都會)

1千令吉更新租賃地契‧歐陽捍華:真正住戶受惠


(雪蘭莪‧加影13日訊)雪州行政議員歐陽捍華指出,根據州政府最新的土地改革政策,凡是屬於租賃地契的住家土地,無論是個人或公司名義所擁有,皆獲准以1千令吉更新99年的地契。

他說,此舉讓真正的住戶受惠,至於那些只是把房屋當作投資的人士,那麼更新地契依然按照原來的計算法,州政府只提供30%的費用回扣。

大馬46年後恢復村長直選

他也表示,最近雪州3個新村舉行村長直選是大馬在46年後,再次恢復地方選舉的舉措。

他透露,以班達馬蘭新村為例,共有逾1萬3千500名選民,其選區史里肯邦安亦有超過3萬張選票,但布城國會選區卻只有5至8千人,顯示國陣在選區劃分方面不公平,只要是具備勝算的地區就會多分劃幾個選區。

歐陽捍華是在週五晚出席由行動黨皇冠城支部、九支支部及杜順大支部舉辦的與當地社團交流會上,這麼指出。出席者還包括加影市議員黃田志、李繼香、陳文華、行動黨皇冠城支部主席李添丁、財政林志遠、雙溪龍鎮支部主席彭南安及九支支部主席陳國保等。

建華小是教部權力

歐陽捍華說,教育部副部長拿督魏家祥最近指責州政府遲遲不批准叻思華小的校地,但實際上他已澄清多次,即州政府早在去年已給予批准,烏雪縣議會也批准相關圖測。

他透露,以往州內發展商完成新的房屋計劃,都必須提交一片學校保留地給州政府,再由州政府轉交給中央,但雪州民聯政府發現中央把類似保留地主要充作興建國小用途,並沒有公平對待各源流學校,因此議決新的發展商所提交的保留地,州政府不會先轉交給中央。

“興建華小是教育部的權力,只要教育部批准在雪州任何地方興建華小或其他公共設施,州政府都會全力支持,如校地屬州政府所擁有,州政府將儘快給予批准。”

政府5年46億教育撥款
華小僅獲1.74億

黃田志表示,政府在2006至2010年的教育撥款共有46億令吉提供給全國小學,但華小只獲得1億7千400萬令吉,相當於每位華小生在過去5年只得到54令吉,華校每年還是必須依靠華社募捐。

他說,全國華小數量也從1970年的1千356所,下降到2008年只剩下1千290所,減少了56所,而雙溪龍鎮華小經過多年爭取,終於在兩個月前由魏家祥主持動土禮。

他也承諾,加影市議會只要接獲相關圖測,肯定會在1個月內批准,以加速新華小的建設。

他指出,從本月1日起,市議會管轄地區內的除草及清理水溝工作不再由阿南弗拉負責,而是由州政府直接委任承包商處理,同時在3個月時間內公開招標,惟阿南弗拉已把此事帶上法庭尋求司法檢討,州政府希望能儘快完成招標工作,全面提昇清潔工作的服務素質。

李繼香:關注蕉賴11哩會所風波

針對馬華在蕉賴11哩會所風波上獲得庭令,李繼香則表示,有關會所的土地屬市議會所擁有,如今這項庭令無疑令地方政府無法取回在政府土地上的產業,這對市議會而言是一項挫折,不過行動黨將繼續關注此事,並在下週開會商議會否上訴。

她也指出,根據公共工程局數據,市議會管轄範圍內有三百多個山坡地區,市議會肩負管理與監督的工作,惟目前面對缺乏資金、人才及器材的問題,尤其民眾拖欠市議會門牌稅高達4千萬令吉,因此她呼吁加影居民儘快繳付門牌稅。

“加影金峰花園的其中一排民宅就靠近山坡,山坡的上半段屬於發展商,下半段則歸市議會管轄,發展商已承諾進行剷平工作,避免山坡斜度太高,市議會也需要進行相關維護工作,避免烏冷孤兒院的土崩悲劇再度發生。”(星洲日報/大都會)
