(雪蘭莪‧加影15日訊)96個巴士車站總耗資逾233萬令吉,唯工程卻只是將現有的巴士站翻新,外加增設太陽能運作的燈光,讓加影市議員質疑浪費公帑。
加影市議員認為,中央政府耗費巨資翻新現有的巴士站是不實際的。而且工程竣工後,加影市議會還得負責維修,無形中加重了市議會的負擔。
加影市議員黃田志透露,中央政府在國家關鍵成效領域(NKRA)下,在巴生河流域興建和翻新800個巴士站。其中在加影市議會管轄範圍下,就翻新其中的96個巴士站。
他星期三在新聞發佈會上透露,根據資料顯示,這96個巴士站共耗資逾233萬令吉。每個巴士站所耗資的費用從1萬2千680令吉至1萬9千990令吉不等。
“每個巴士站也安裝了以太陽能操作的LED燈光,據悉每個需要約7千令吉。然而根據我的瞭解,由國際認可的德國產品,要價從最便宜的2千余令吉至7千令吉不等,因此不明何以中央政府欲耗費7千令吉安裝一般的中國產品。”
啟用1個月燈光已微弱
他也說,尤其安裝以太陽能運作的LED燈光,一旦有問題,就必須整個換掉。據瞭解在去年12月杪竣工的巴士站,在今年1月時已有一些燈光微弱了。
黃田志補充,市議會只知曉中央政府欲興建和翻新巴士站,唯直到工程竣工後才知道存在如此的弊端。同時認為中央政府早在工程未開始前,就應該與市議會合作,這樣一來可能還可省下有關的費用由欲在巴士站宣傳廣告的私人界負責。
希望中央公開招標
加影市議員李繼香也透露,由於工程費用少過2萬令吉,所以承包商無需經過招標而是直接受委。
她說,儘管96個巴士站由96個不同的承包商負責,唯他們皆必須向指定的供應商訂購該太陽能系統。
她認為,既然工程共耗資逾233萬令吉,那麼何不直接公開招標。此舉除了可以省下更多的錢,工程也將至少有1年又3個余月的保修期。
她希望其它尚未展開工程的地區,中央政府能公開招標。
加影市議員詹德拉也說,中央政府在蕉賴9英哩大街翻新了6個巴士站。儘管承包商是由當局直接委任,當時據悉獲得有關工程的,當中有許多也是加影市議會的垃圾承包商。

Ministry of Transport (MOT) and the Ministry of Housing and Local Government (MOH) has formed a Working Committee with Local Councils in Klang Valley to upgrade 800 bus stops in Klang Valley under National Key Result Area (NKRA)’s Urban Public Transport (UPT) projects. The project has allocated an amount of
RM 2,330 915.00 for the upgrades of 96 sheltered bus stops in Majlis Perbandaran Kajang (MPKj) area.
96 contracts with the lowest value of RM 12,680.00 and the highest of RM 19,990.00 was directly awarded to different contractors without any tenders called by the ministries. For information, any projects not exceeding RM 20,000.00 can be awarded directly as emergency cases and no defect liability period on the projects stated in the Letter of Award. The upgrades took approximately one month and it was fully upgraded by the end of December 2010 with the sheltered bus stops repainted and refurnished with new tiles. Besides installing a 1 Malaysia signboard on it, a solar lighting system was also added on it.
The solar lighting system is a green technology which even we as Local Councilors are studying on it hoping it can be established in MPKj but the important point we are studying is the quality of the products. The system is a combination of a solar panel and Light Emitting Diode (LED) which is totally different from our normal incandescent lights. For incandescent lights or any HID lights, any spoilt parts can be replaced and it can be repaired because it can be fixed with any brands and types of product if the speculations matches and it can be easily purchased at any retail shops. For solar system, it would require a change of whole set if spoilt because there are no standard speculations worldwide. It means that we have to purchase it from the origin factory or change the whole set.
Unfortunately, some of the solar system installed on the bus stops were not functioning after 1 month and all of them does not supply enough brightness to the bus stops. It is ridiculous that the RM2000 worth made in China product was sold to the ministry at RM7000 which is the highest pricing for a Germany product with CE approval (which is the Europeon Community standard for products safety) and lastly, the Local Council have to bear the maintenance costs.
Once again it has proven the incapability of the Federal Government to manage the country as I assume they are wasting the Rakyat’s monies. According to documents, the contractors awarded the contracts are the low performing garbage contractors in MPKj who are also key men in local BN branches.
