Dividing time betwwen his studies and work has paid off for Balakong assemnlyman.

Juggling multiple reponsibilities is something Eddie Ng Tien Chee is familiar with, for he was pursuing a part-time degree course while serving as a councillor, before being elected as an assemblyman recently.

The Balakong assemblyman is a former Kajang Municipal coucillor, who recently completed a Business Administration degree at Twintech University, Kuala Lumpur.

"I had always intended to further my education after coming to Kuala Lumpur in the late 1990s to work," said the native of Batu Pahat, Johor.
"During my tenure as MPKj councillor, the DAP party whip Senator Chandra Mohan S. Thambirajah encouraged me to pursue a higher education and assisted me in searching for the right part-time course."

Ng admitted that it was quite hard to juggle between council work and studies, particularly after having left school more than a decade ago.

"I was fortunate to have the assistance of many friends and party members, who helped me with my studies or represented me at certain events," he said.

"Completing my degree is definitely a personal achievement, and I feel better- equipped with this paper qualification."

The 35-year-old who owns an electrical component wholesaler business, is married with three children aged 8, 10 and 12.

Although his homemaker wife manages and takes care of the family, Ng makes it a point to also spend time with them.

"I try to be at home on Monday nights and weekends. We usually have dinner together or go shopping. My family is proud of me and understands that certain sacrifices have to be made," he said.

No matter how busy he is, Ng tries to squeeze in one to two hours of badminton a week as part of his regular exercise and recreation routine.

"I usually play near my housing area in Cheras. I play with a group of regulars who are juat a phone call away." he said.

Ng said the experience he gained during his almost four-year stint as an MPKj councillor come in handy now that he was an assemblyman.

"I know the right channels to direct complaints to, and can provide an answer as to whether it is possible for my office to address a certain issue or whether it comes under a diiferent authority's jurisdiction.

"I work closely with the MPKj councillors, particularly the five whose zones are located in Balakong, to get things done faster. Teamwork is important," he said.

Ng believes that the rapport he built with the community and his familiarity with issues in Balakong and Kajang contributed to his win in the 13th General Election.

"My priorities as assemblyman now are to resolve some of the long-standing issues of floods, environment and infrastruture, as well as more current ones such as safety and security.

"Balakong Jaya Industrial Park, Kampung Baru Balakong and Kampung Baru Batu 11 are some of the more flood-prone areas. The issue has been almost resolved in Kampung Baru Balakong by upgrading the drainage system.

"Poor town planning is another concern. When plot ratio and density are not properly considered, coupled with poor existing infrastruture, these lead to problems such as traffic congestion and over-development."

Beside tackling these issues, Ng hopes to promote Balakong and make it better known as more than just an industrial area.

JPS Tidak Bertanggungjawab

Balakong - Penduduk di Jalan CU 9, Taman Cheras Utama berasa bimbang dan risau akan tebing Sungai Balak yang terletak di belakang rumah mereka akan runtuh lagi pada bila-bila masa. Mereka berasa amat kecewa dengan sikap Jabatan Pengairan dan Saliran ke atas aduan yang telah di buat pada tahun 2004, 2009 dan 2012, setiap kali selepas kejadian runtuhan.

JPS memaklumkan bahawa pokok-pokok telah ditanam untuk mengukuhkan tebing tersebut selepas aduan pertama pada tahun 2004 tetapi ia  runtuh lagi pada tahun 2009. Bagi kejadian terdekat pada hujung tahun 2012, aduan telah dibuat dan ia hanya memperbaiki tebing itu dengan memasang cerucuk besi sahaja. Walaubagaimanapun, cerucuk besi yang dianggarkan sepanjang 6 meter tersebut mula senget beberapa hari selepas pemasangan dan penduduk memanjangkan aduan tersebut kepada Ahli Dewan Negeri Kawasan Balakong Encik Ng Tien Chee (Eddie) yang baru sahaja dipilih pada bulan Mei 2013.

Ng, selepas melawat tapak tersebut telah memanjangkan aduan tersebut kepada JPS Selangor supaya pemantauan serta pemeriksaan dapat dijalankan agar keselamatan penduduk terjamin. "Saya dimaklumkan oleh penduduk bahawa JPS mula meletakkan konkrit di tebing tersebut lebih kurang sebulan saya menulis surat kepada JPS Selangor. Walaubagaimanapun, saya dan penduduk khuatir akan kekukuhan tebing tersebut berdasarkan cara pembaikian yang telah dilaksanakan. Besi cerucuk yang telah senget  sebanyak tidak kurang daripada 40darjah tiada sebarang sokongan dan dengan keberatan konkrit yang baru diletakkan diatasnya, adakah ia dapat menahan atau berapa lama ia boleh bertahan? Ng berkata.

Beliau turut menyatakan perasaan kecewa terhadap pihak JPS yang enggan menurun padang bersama beliau walaupun surat jemputan rasmi telah dihantar seminggu sebelum 29hb Julai 2013 dan menyifatkan sifat tersebut sebagai tidak bertanggungjawab serta enggan berhadapan dengan masalah. Ng bertambah:" Saya faham bahawa kemungkinan JPS menghadapi kesulitan dalam isu ini tetapi mereka harus, sekurang-kurangnya hadiri jemputan saya untuk melawat tapak agar saya dan penduduk tempatan dapat mendengar apakah masalah yang mereka hadapi. Seterusnya, saya sebagai wakil rakyat bolehlah bersama-sama mengikhtiarkan sesuatu."

Ismail Tahir, 57, yang telah bermastautin di Taman Cheras Utama selama 20 tahun berpendapat bahawa cara pembaikian yang telah digunakan tidak lengkap dan berharap seluruh tebing harus dikukuhkan dan bukannya sebahagian sahaja.

嗆鼻異味襲無拉港‧村民投訴喉乾咳嗽身體不適

（雪蘭莪‧加影18日訊）無拉港新村村民申訴，困擾他們多年的異味在近一兩個月有加劇嚴重跡象，味道猶如“催淚彈”，令村民感到嗆鼻及不適，猶如被拋擲催淚彈！

據瞭解，該新村過去多年備受類似異味困擾，但情況不嚴重，惟自一兩個月前，味道突然加劇及變得頻密，尤以傍晚或週末時分較為濃烈，若碰上下雨天，味道更是讓人難以忍受。

與催淚彈味道相近

村民形容，該異味帶有化學味，與催淚彈味道相近，嗅後會感覺身體不適、坐立難安、喉乾及咳嗽。

一些村民也指出，隨著臭味在近兩個月變得濃烈後，每每異味出現時，他們都“不敢大口大口呼吸”，以免影響健康。

異味濃烈恐影響健康
村民憂心不已

村民說，異味在多年前已入侵新村，開始時因情況不嚴重，所以村民沒有多加理會或投訴，但隨著情況惡化及健康意識的提昇，已令村民憂心不已。

另外，新村村長賴松披露，異味變得濃烈後，許多村民已經發出怨言，村委會接獲不少村民的口頭投訴，有村民甚至質疑為何村委會沒有處理問題。

他說，村委會能力有限，只能向人民代議士尋求援助，而村委會過去已多次向市議員及州議員反映問題。

他希望當局能採取行動對付違例廠家，同時希望廠家能以高科技來處理製造過程或過濾廢氣，不要為了謀利而罔顧村民的健康。

黃田志：市會2年前曾處理
疑新廠出現問題重演

無拉港州議員黃田志指出，加影市議會與環境局在2年前曾著手處理此問題，去年的環境局報告透露異味問題涉及鑄造廠，並已指示該廠在限期內搬遷，之後問題一度減緩，投訴也減少了。

“然而，異味在最近又開始出現，競選期間，我就曾聞過2次，之後也接到不少投訴。我相信或許是因為有新廠出現，令問題重演。”

他表示，他已在6月6日致函環境局，告知當地的情況，並呼吁該局儘快解決問題，並找出問題的源頭，援引相關條文來對付違例者。

“我希望環境局能鑑定異味源自哪裡？是鑄造廠或是其他工廠？為甚麼會有異味？是廢氣導致或化學味道？以及該味道是否會威脅村民健康。”

他也呼吁廠家提昇設備，不要為了賺錢而把他人的健康當賭注。

余貴富：盼廠家顧及村民健康

“我發現週五及週六傍晚時的味道特別濃烈。

每每嗅到類似的氣味後，我就覺得自己氣不順，不舒服及咳嗽。

這味道在大選期間已經有了，希望廠家顧及村民的健康。”

“異味沒有固定的時間，每當風向吹向新村時，就會嗅到化學味，感覺很不耐煩及不舒服，如果晚上睡覺時嗅到，我也會難以入睡。

我懷疑味道是從附近工業區飄來的，希望有關當局儘快處理，不要讓村民繼續受到困擾。”（星洲日報／大都會）

Developer demands fee arrears before handover of strata title

PROPERTY owners of Pusat Perniagaan Desaria 2 commercial centre are unhappy that the developer wants them to pay their fee arrears before giving them their strata titles.

However, most owners of the project located in Seri Kembangan said they had not paid because the developer had not fulfilled its responsibilities to carry out maintenance work since they moved in a decade ago.

Pusat Perniagaan Desaria 2 comprises four blocks of apartments and shoplots.

“The developer has not carried out any maintenance work since handing over the properties in 2002. The maintenance duties still come under the developer as a joint management body was never formed,” said apartment owner Derek Liew.

“In May 2012, we were informed that the strata title for our properties had been issued by the Land Office but the developer demanded that we settle all outstanding payments before transferring the strata titles to us.

“The arrears range from RM7,000 for an apartment to RM10,000 for a shoplot,” he said, adding that the developer had not made any attempt to collect the monthly maintenance fees of RM60 per apartment and RM90 per shoplot.

“We feel we should not have to pay as the developer did not carry out its responsibilities,” he said.

“Our commercial centre has not been cleaned and no other maintenance was carried out.

“Streetlighting was a problem at one point, until we highlighted the matter to the then Balakong assemblyman Yap Lum Chin and Kajang municipal councillor Eddie Ng who helped us to get the issue sorted out.”

Liew said the property owners had sought the assistance of the Kajang Municipal Council’s (MPKj) Commissioner of Buildings (COB) and Balakong assemblyman Eddie Ng to resolve the issue.

“The developer has also been imposing storage fee charges on property owners due to the delay in issuing strata titles,” said Ng.

“However, during an October 2012 meeting, the developer was informed by the Housing and Local Government Ministry representative that they were not allowed to collect any storage fee as it was collected only by the Land Office, as stated in Section 90 (3) of the National Land Code.

Ng said he would bring the issue to the attention of Selangor state exco for housing, building and urban settler management Iskandar Abdul Samad.

Meanwhile, Ng said the COB would be filing a suit against the developer for failing to produce the audited accounts for Pusat Perniagaan Desaria 2.

“The suit will be filed via the Selangor Housing and Property Board, and the developer will be sued under Section 21 (1) of Act 663 [Building and Common Property (Maintenance and Management) Act 2007].”

加影市议员黄田志指出，警察培训学院坐落在冠军再也花园，属吉隆坡市政局范围，目前已近完工，但由于承包商需要从杨桃岭大路衔接水管与电供设备而挖掘大路。

800公尺路花15万
他说，根据市议会条例，承包商完工后须重铺全长约2公里大路，虽然承包商承担重铺费，但市议会半年前已花了15万令吉重铺约800公尺路段，若承包商事先有协调，市议会就不必花这笔冤枉钱，可把公帑移到其他地方。
“这反映出中央政府与我们缺乏协调。为了避免问题重演，市议会工程组已研究避免浪费公帑的方式。”
他联同沙登区国会议员张念群、市议员黎潍裮、李森梅等巡视杨桃岭大路后，对记者指出。除重铺道路外，承包商也会与冠军再也附近3个房屋发展商合作，解决冠军再也花园水灾问题。
黄田志指出，冠军再也花园地区原有排水系统已不能负荷新发展，加上警察培训学院排水量更是一发不能收拾，导致该花园经常水灾，因此该学院承包商与发展商已达致协议，短期方案把该区排水引导至大水沟，随后再寻求长期解决方案，估计2至3个月内可解决问题。

无拉港区共获118万
另一方面，张念群指出，民联执政至今已在无拉港选区拨出118万令吉落实各项福利计划，2629名居民受惠。
她说，过去5年间，无拉港获州政府118万8481令吉拨款推行各种福利计划，其中包括新生儿基金（7万7100令吉，771人受惠）、乐龄亲善基金 （1067人）、免费补习班（21万3271令吉，373人受惠）、学前教育津贴（3800令吉，34人受惠）、微型贷款（46万4600令吉，122人 受惠）、防范乳癌检查（1万5574令吉，162人受惠）及小型计划（41万4136令吉）等。

Penurapan Semula Jalan Bukit Belimbing

Ahli Majis Majlis Perbandaran Kajang, Eddie Ng Tien Chee mengumumkan hari ini bahawa Jalan Bukit Belimbing, Balakong akan di turap semula pada April 2013.  Beliau menyatakan  kerja-kerja penurapan semula sepanjang lebih kurang 2 kilometer di jalan utama yang menyambungkan Lebuhraya SILK ke Taman Bukit Belimbing,  Taman Juara Jaya dan lain-lain akan di jalankan oleh pemaju Maktab Tentera Di Raja yang terletak bersebelahan dengan Taman Juara Jaya.

“Ini merupakan salah satu syarat daripada pihak MPKj untuk meluluskan pihak pemaju mengorek jalan tersebut bagi tujuan penyambungan bekalan air dan elektrik.  Mereka di kehendaki untuk menurap semula sepanjang jalan yang di korek dari bahu ke bahu, Ng berkata. Walau bagaimanapun, Ng kurang berpuas hati dengan maklumat pengorekan yang di sampaikan lewat kepada pihak MPKj.  Ini adalah kerana pihak MPKj telah membelanjakan sebanyak lebih kurang RM150,000.00 untuk menurap semula sebahagian jalan tersebut pada hujung tahun lepas. “MPKj boleh menjimatkan peruntukkan tersebut dan menggunakannya di kawasan yang lain sekiranya di maklumkan mengenai pengorekan tersebut dengan lebih awal,” tambah Ng.

Selain daripada itu, Ng menyatakan bahawa pihak MPKj telah mengadakan satu mensyurat bersama pemaju projek MTD dengan beberapa pemaju yang bersebelahan dengan projek itu dua minggu yang lalu.  Semua pihak telah bersetuju untuk melantik seorang  perunding bagi mengatasi masalah banjir yang berlaku di kawasan berdekatan akibat pembangunan beberapa projek tersebut.  Ng berkata “mereka telah mulakan kerja-kerja mengatasi  masalah banjir bagi jangka masa pendek dan cadangan bagi jangka masa panjang akan di bekalkan kepada MPKj dalam masa yang terdekat untuk kelulusan.  Semua kos akan di tanggung bersama oleh semua pemaju yang terlibat.”

RECYCLING is highly promoted as long as it was done in a proper way, so last week Kajang Municipal Council (MPKj) councillor Eddie Ng Tien Chee sent out an enforcement team to confiscate three waste disposal bins from a scrap metal operator in Taman Ehsan Impian.
Ng said according to the state government, all the scrap metal centres must only be allowed in industrial areas.
In this case, he said the operator rented only one lot in Jalan Desa Ria 9 but had stored scrap metal by the roadside and on a piece of vacant land belonging to the government.
“The land was allocated for either a surau or hawker stalls,” said Ng.
However, he said the Selangor Islamic Depart-ment did not want to build a surau there anymore because the site was no longer suitable.
“The air is filled with stench from rubbish thrown by business operators and it has become a breeding place for mosquitoes,” he added.
Ng said the mounds of rubbish at the illegal dumpsite had caught fire last year and the blaze almost spread to nearby shoplots.
“MPKj confiscated one of the waste disposal bins from the scrap metal operator two days before Chinese New Year.
“The operator promised to clear the place but nothing much has been done to-date. Hence, the council is taking away these bins now,” he said.
He added that the scrap metal operator was moving to Taming Industrial Park by this Sunday and the bins would be returned after paying a fine of RM1,000 for each bin, provided that MPKj was satisfied with the clean-up at the current site.
MPKj enforcement director Shariman Mohd Nor said the council would give the operator four days to clean up the piece of government land or it would be barred from retrieving its scrap metal.

雙溪毛糯往來加影捷運系統

　（無拉港20日訊）雙溪毛糯往來加影捷運系統位于敦胡先翁鎮及無拉港的兩個捷運站，被指欠缺良好交通規劃，加影市議會要求捷運公司提呈詳細的交通規劃圖，否則不批准捷運站建築圖測及基建圖測。
　交通規劃圖須包括從加影蕉賴大道開始至捷運站入口的道路規劃。
　加影市議員黃田志指出，位于蕉賴十一哩蕉賴瑪朱商業區旁的無拉港捷運站入口，必須途經繁忙的無拉港路，他擔心這將加劇無拉港路的交通阻塞。

加寬道路現瓶頸

　黃田志說，根據捷運計劃顧問公司的交通影響報告，公司建議加寬捷運站入口處前后500公尺的道路，把原有的往來兩個方向的2條車道，提升為4條車道，並在捷運站入口處增建紅綠燈。
　他指出，加寬道路的前后兩端卻因此出現瓶頸，包括靠近十一哩紅綠燈的路段及無拉港路大眾銀行前的路段。
　“我們認為，開路口進入捷運站會影響蕉賴瑪朱商業區的交通流量，當我們向捷運顧問公司反映時，對方竟表示只負責捷運站範圍及路口的交通。”
　他認為，此說法非常不負責任，因為每一項發展都必須顧及對周遭的影響。
　他今日與沙登國會議員張念群、加影市議員黎濰裮及行動黨輝煌鎮支部主席鄭友來，巡視捷運站入口時指出。


黃田志：免計劃衝突
兩造應結合報告

黃田志促請捷運公司與克連沙嘉大道公司（Grant Saga）的顧問公司聯繫，洽談敦胡先翁鎮路口的交通問題。
　他說，大道公司已做了一份交通影響評估報告，希望可與捷運公司的報告結合，避免兩造的計劃有衝突，無法解決問題。
　他說，市議會已向顧問公司反映建議，若該公司無法依照市議會的建議，市議會將不批准捷運站的建築圖測及基建圖測。
　根據最新的交通流量報告，無拉港路在早上時段，往無拉港方向的車流高每小時有2103輛，往蕉賴十一哩方向有847輛，傍晚時段則分別有1587輛及1687輛。
　在敦胡先翁鎮主要道路，早上時段每小時有4528輛，傍晚則有4327輛。

不宜闢路口設紅綠燈

至于敦胡先翁鎮捷運站，黃田志說，顧問公司建議在敦胡先翁鎮主要道路開路口及增建紅綠燈，轉入捷運站。
　他認為，該條主要道路的交通流量高，在皇冠城主要道路開路后，道路平時已非常阻塞，若再開路口及設紅綠燈，恐怕也會令交通更阻塞。
　“市議會建議顧問公司不要開路口，讓從大道駛入的車輛，只能左轉進入捷運站，以及左轉駛出捷運站，再找其他地方進行U轉。”


馬華會所被徵用
賠償金是多少？

沙登區國會議員張念群促請馬華，公布馬華烏冷區會會所在捷運計劃征地賠償上，獲得中央政府多少賠償金。
　她說，馬華烏冷區會在2004年以每平方尺一令吉的價格，購買現有面積6900平方尺的會所土地，只花了6900令吉。
　她說，加影市區的地價目前每平方尺介于150至250令吉，馬華仗著國陣執政時，以超低價格購買土地，若馬華有誠信，應該公布獲得多少賠償金。
　她促請馬華總會長拿督斯里蔡細歷、雪州聯委會主席拿督林祥才及馬華青年專才局主任拿督蔡智勇交代，並把財富退還給人民。
　較早時，她強調，市議會支持捷運計劃，但希望政府在實行計劃的每個階段時做到盡善盡美，不要帶來便利之余，對地方上又制造其他問題。
　她舉例，若捷運站沒有足夠的泊車位或有效率的穿梭巴士服務，屆時將加劇交通阻塞。

霸佔政府地及忽略環境衛生‧充公回收商垃圾槽

（雪蘭莪‧加影19日訊）加影市議會充公不遵守市議會條例和製造民生問題的回收商業者4個大型垃圾槽，並限定業者在4天內清理環境及搬遷！

該回收商於多年前開始在無拉港迪沙麗雅商業區9路經營回收生意，卻沒有照顧環境衛生，除了霸佔多個公共地點外，還任由垃圾槽發出臭味及滋生蚊蟲，儘管市議會自2年前多次發出通知信和罰單，業者卻不予理會。

去年還引發火災

此外，被回收商霸佔政府地屬於清真寺及小販保留地，面積約0.3英畝，回收商長期擺放大量回收物品的情況在去年引發火災，火勢幾乎蔓延至後方工廠，消防員用了4、5小時才成功滅火。

加影市議員黃田志表示，曾有業者向市議會租用該政府地，卻因回收商霸佔土地而無法使用。

他說，由於回收商不理會市議會指示，市議會於2月8日前往充公回收商一個價值數千令吉的大型垃圾槽，今日再充公另外3個。

“市議會條例規定所有回收商必須遷往工業區，並一再把寬限期延長到去年12月31日，此回收商卻沒有遵守，因此市議會充公物品後，下令要回收商搬遷，對方也答應在本月內搬遷。”

每個垃圾槽繳罰1千令吉

他說，市議會將在業者搬遷及清理乾淨場地後，才歸還大型垃圾槽，惟每個垃圾槽須繳付1千令吉罰款。

另外，加影市議會公關主任沙茲曼指出，回收商觸犯地方法令46條文1（A），即在公共場合擺放阻礙物。

他說，若業者無法在4天內清理所有物品，市議會就會在通往政府保留地的進出口處挖溝，阻止任何交通工具進入，屆時，業者就必須設法移走回收物品。

張念群：助打造舒適經商環境
不姑息妨礙他人業者

沙登國會議員張念群表示，州政府樂意協助經商者打造舒適的經商環境，同時絕不姑息製造不便及妨礙他人的業者。

她說，回收商應該合法營業，同時不該把地方變成垃圾場，也不該佔用政府地。

她呼吁業者與州政府及地方政府配合，因為舒適的環境能讓業者、投資者及居民獲利。（星洲日報／大都會）

（雪蘭莪‧加影17日訊）無拉港斯里蒂瑪花園（Taman Sri Timah）出現“大蚊子”，居民感到擔憂，所幸有關當局證實該昆蟲只是蚊子的“遠房親戚”，並不吸血，居民頓時放下心來。

斯里蒂瑪花園在近三四週內，突然出現數量繁多的大蚊子，體型比一般蚊子大至少3倍，每當入夜後，大蚊子數量更是明顯增加。

由於當地從未出現類似體型的蚊子，憂心不已的居民紛紛用盡方法滅蚊，包括噴射蚊油、關上門窗及設法抓蚊子。

居住當地已20年的妮密拉披露，當地常見一般的吸血小蚊子，所以當大蚊子首度出現時，居民對其龐大體型感到驚訝，也以為是吸血蚊子。

她說，居民擔心一旦被大蚊子叮咬及吸血，情況將相當嚴重，所以也要求衛生局派人前往當地噴射滅蚊霧。

大蚊子吸取樹汁果汁

加影州議員黃田志在接到投訴後，將居民抓到的大蚊子交給烏冷縣衛生局檢查，終於證實該英文名為“crane fly”的大蚊子只吸取樹汁或果汁，不會吸血也沒有帶菌，繁殖地點是潮濕的泥土或水里。

他說，該大蚊子有1萬4千多個種類，一般上鮮少進入住家，但有時會被燈光吸引而飛入家裡。

他促請居民不要擔心，並指衛生局不鼓勵噴射滅蚊霧，畢竟該大蚊子不會威脅健康。（星洲日報／大都會）

國能裝電纜致路面凹凸‧無拉港新村爛路重鋪

（雪蘭莪‧加影23日訊）無拉港新村主要道路因國能挖掘路面安置電纜，導致路面凹凸不平，在加影市議會的協調下，國能已從昨日開始重鋪路面，預料明日就可完工。

據瞭解，國能為了拉電纜到新村後方的工業區工廠，而挖掘新村大路及柏干路（Jalan Pekan），工程完成後卻一直未重鋪道路，居民出入不便，怨聲載道。

加影市議員黃田志接獲投訴後，和工業區工商會主席一同與國能對話，後者同意重鋪所挖掘的路段，即新村大路通往工業區主要道路，以及新村柏干路通往KBB2/15路，總長5公里。

黃田志指出，根據市議會的指南，凡是電訊公司或國能，在挖掘道路安置電纜後，都必須以石頭及柏油暫時遮蓋路面，待3至6個月，挖掘的路段結實後，才重新鋪平道路。

他說，無拉港新村後方的工業區自州政府推出漂白計劃後，工業區工商會就挑起發展商的角色，向廠商收費，以管理工業區道路、路燈、溝渠及排污系統等。

“雖然一般的挖路工程須向市議會申請，但工業區工商會未把道路交給市議會，所以國能只是向工商會申請即可，不料，國能的重鋪工作卻進度緩慢。”

他說，根據市議會條例，國能必須重鋪3.5公尺寬的路面，如今，國能卻同意重鋪整條寬約7公尺的路面，工程費用約38萬令吉。

他表示，基於新村路窄小車多，所有鋪路工程都在夜晚進行。

賴松：雨水衝擊電纜露路面

村長賴松則指出，KBB2/15路是斜坡路，自從國能挖掘路面後，下雨時因雨水不斷衝擊，令電纜露出路面。

另外，賴松披露，無拉港新村村委會將在週日（1月27日）拜訪村內30名80歲以上的長者，並送上禮籃，感謝他們對新村的貢獻，同時發揚敬老美德。

（雪蘭莪‧加影2日訊）無拉港非法垃圾場失火，煙霧瀰漫方圓5公里的住宅區，垃圾場旁的居民更幾乎窒息！

非法垃圾場佔地至少2英畝，自1年前成為非法垃圾場後，就有羅里不分晝夜地將各類垃圾丟在該處，垃圾場也不時燃燒及飄出煙霧，令與垃圾場距離僅100公尺的首都鎮鴻運花園居民受罪。

據瞭解，垃圾場在上個月首次發生較嚴重的火患，消防隊花了3天的時間才撲滅火勢；沒想到垃圾場在昨晚約9時30分再度燃燒，並被居民揶揄這是“2013年的第一份禮物”。

料需2天才能滅火

該垃圾場佈滿各類垃圾，有木板、家具、園藝垃圾、家庭垃圾、建築廢料、工業廢料等，目前燃燒的垃圾長約250尺，垃圾厚度超過10尺，目前消防員已在現場滅火，居民預計需要花至少2天才能全面滅火。

據悉，垃圾場附近有約70個住宅區，其中約半數都聞到煙霧臭味，包括無拉港新村，而影響最大的莫過於鴻運花園3、4及5路居民，居民健康受到影響，病患人數增加，居民也被迫減少戶外活動。

居民盼儘速解決問題

居民表示，垃圾場沒有燃燒時就飄出臭味，引來蒼蠅；一旦燃燒，就瀰漫煙味，住家外、汽車上及曬在戶外的衣服也沾上灰燼，因此他們希望當局能儘快解決問題，避免他們再受煙霧或臭味困擾。

加影市議會曾經封鎖垃圾場及在入口處挖溝渠，阻止羅里進入，但無良業者都不予理會，將溝渠填平後就繼續丟垃圾。

黃田志：市議會礙於權限
只能開罰單給羅里業主

加影市議員黃田志表示，他自去年初接獲多起有關非法垃圾的投訴後，市議會都在努力處理著，但礙於權限，只能發出罰單給非法丟垃圾的羅里。

他說，市議會於上週三扣留3輛非法丟垃圾的羅里，週六再扣留1輛，羅里業主必須繳付1千令吉才能贖回羅里；若再犯，羅里將被強制扣留1週才可贖回。

“市議會無法對地主採取甚麼行動，土地局的權限較大，可援引國家土地法令7A及7B條文充公該地段；而環境局也可援引法令對付地主，罪成可罰款最高1萬令吉或監禁2年。”

頻取締非法丟垃圾者

他披露，市議會不斷取締非法丟垃圾者，也令垃圾場經營者不斷換人。

“去年7月，曾經有相關業者通過中間人要與我見面，我拒絕後，對方竟然對我發出嚴厲警告。”

據他瞭解，非法垃圾場經營者向每輛羅里徵收約20令吉費用，一般垃圾則另外收費。

“若地主要將土地改為垃圾場，可以向市議會申請，條件是垃圾場不能丟棄一般垃圾。可惜的是，加影市議會範圍有數個非法垃圾場並沒有進行申請。”

他補充，市議會將嘗試把燃燒的垃圾與其他垃圾隔開，避免火勢蔓延，惟費用至少1千令吉，而沙登國會議員張念群也會在土地局會議上提及此事。（星洲日報／大都會）

An illegal dumping site located at Taman Desa Bukit Cahaya caught fire on Tuesday night. It  caused the nieghbourhood around the place hazy.  Residents from about 35 tamans complaint about it as there are childrens suffering from cough and ashma due to the smokes. 

MPKj has been taking actions on the 2.5 acres private land which was used as dump site business and has sealed up the place few times since 2012. However, the operators will resume business weeks after MPKj sealed the place. MPKj also seized lorries which went to threw garbages at the site. For instance, MPKj seized 4 lorries at the site last week. The lorry owners must pay a RM1000 compound before they can bring back their lorries.

To ensure stern actions to be taken to the owner, MPKj will seek help from Land Office to impose Section 7A & 7B of National Land Code to forfiete the land beside inviting Department of Environment to charge them to court. DOE can charge the operator, land owner and whoever throw garbages there to court using Section 24 of Act 127, Environment Quality Act which carries mandotory fine of RM10000 or imprisonment of 2 years or BOTH.
